Kashamu & Fayose; Role Models or Bad Leaders??

I saw this photo of 54-year-old Peter Ayodele Fayose who is the current governor of Ekiti State and the fugitive Buruji Kashamu which has been causing soo much noise on social media 

This means that the 2 politicians have been friends and business partners for a while now judging by the extreme familiarity..One would not expect that coming from a Governor of a state

That leads me to asking; Are these 2 Role Models or Bad Leaders??????
