The Benfica goalkeeper arrived in Manchester to complete a medical while the complexities of his third-party ownership are sorted out.
City are set to pay a £35 million fee for Ederson, which would make him the most expensive goalkeeper in history in pound sterling although the £33m Juventus paid Parma for Gianluigi Buffon in 2001 is a higher fee in euros.
Moraes will sign a five-year deal before joining up with the Brazi national team squad for friendlies with Argentina and Australia along with City’s Gabriel Jesus and Fernandinho.
Moraes will become City’s second signing of the summer following a £43m deal for Monaco’s midfielder Bernardo Silva.
The two players were together at Benfica and Silva, 22, is already looking forward to the two players linking up again at the Etihad Stadium.
“Is it official yet? I am very happy because I know him very well,” he told Portuguese newspaper O Jogo.
“I had the pleasure of sharing some moments during my development at Benfica.
“He is a great goalkeeper. If I can play with him [at City], I will be very happy.”
