BsB Question of the Day; What Does It Take to Be on a Note in Nigeria???

Naira'll depreciate if we remove restrictions — CBN
I saw this photo and I thought to myself. Can anyone just be on Nigeria Naira Note irrespective of their dirty records? Or is that even the Ticket to be on that note?
